:: BACKGROUND ::


About INPIM: The International Network on Participatory Irrigation Management (INPIM) was established in May 1995 as a non-profit organization, whose mission is to facilitate Participatory Irrigation Management (PIM) through the exchange of people, ideas, and training materials. INPIM was first launched at the First International Seminar on PIM in Mexico. The participants of this seminar felt the need to remain in touch with each other and exchange ideas and expertise in the area of PIM. For this reason, they established a network with its own identity that would assist them in pursuing this goal. IPIM is governed by an International Board of Directors elected for a two years term.

Objective: The objective of INPIM is to stimulate high level policy dialogue on PIM within individual countries, and eventually worldwide, leading to policy commitment and action. INPIM pursues this objective primarily through the exchange of information and experience among professionals working on PIM.

National Chapter: Any country represented on the Board of Directors may create a national chapter of INPIM as a legally autonomous NGO registered locally, and affiliated with INPIM in Washington, D.C. For promoting activities INPIM offers its members: (1) Exchange of ideas through a quarterly newsletter and an internet site dedicated to PIM issues; (2) Consultant referral service; (3) Exchange of training materials; (4) Sponsorship of experts & resource persons in seminars and exchange of references relevant to PIM. One of the major attractions of the National Chapter is that membership dues generated in that particular country stay in the country. The National Chapter can also publish local newsletters, organize national level seminars activities to promote dialogue on PIM.


:: THE INDONESIAN CHAPTER OF INPIM (INPIM-INA) ::

Establishment of INPIM-INA: The Indonesian Chapter of INPIM (INPIM-INA) was launched at the Indonesian National Seminar on Participatory Irrigation Management in Jakarta 4 – 8 November 1996. An ad hoc Advisory Board was established consisting initially of one representative of participating major stakeholders (including public, private, community, professional organizations, universities local governments, NGOs etc.) entrusted to follow the arrangement of legal registration of INPIM-INA.

Legal Status: During the preparation of the Legal Registration, the INPIM-INA has been participating actively in a number of PIM activities, both nationally and internationally. The Organizational Status of INPIM-INA was legally registered in Bekasi, West Java, on June 7, 2002 as a non profit organization (Registration No: 1,-).

Objective: The Indonesian Chapter of INPIM (INPIM-INA) is a non-profit organization facilitating Participatory Irrigation Management through the exchange of people, ideas, and training materials. The objectives of this Network are to: (1) Produce and circulate the INPIM Newsletter; (2) Organize seminars, workshops, conferences and training programs to exchange experiences; (3) Arrange the exchange of professional experts, training materials and information on best practices and literature; (4) Undertake any other activities that may further the promotion and implementation of Participatory Irrigation Management, which term shall include watershed management, soil and water quality management and gender equity.

:: A C T I V I T I E S ::

Information exchange and Training: INPIM-INA has been actively involved in the promotion of PIM through the national as well as international activities. This include participation in the national and international seminar on PIM, sharing experience with other member countries (Turkey, Mexico, Egypt, China) exchange of visits with other member countries participation in the training of trainer’s in Bari, Italy. Promotion of PIM implementation at the local government through a number of public awareness program, supporting the training program for stakeholder participation etc. The First National Seminar on PIM was conducted in Jakarta 4-8 November 1996 to set up indicative action plan. The indicative action plan (with some adjustments) has been the major reference for the implementation of PIM in Indonesia since then. In addition, a number of contributions have been given by INPIM-INA to the improvement of National Policy and Strategy on Irrigation Development and management through a number of INPIM-INA memberships in the working groups.

International Seminar: Apart from participation in the International seminar, the Fourth International Seminar on PIM was hosted by INPIM-INA in Bali from 14 to 19 July 1998, the seminar was sponsored by five organizations: Indonesian INPIM, Global INPIM, the Directorate-General of Water Resources Development of the Ministry of Public Works, the International Commission on Irrigation and Drainage (ICID), and the Economic Development Institute of the World Bank. The Bali seminar focused on four themes: (1) The impact of PIM on agricultural yields and system performance; (2) The impact of PIM on poor rural people; (3) How best to combine lobbying for changes to legal frameworks with efforts to organize farmers into associations; and (4) how to combine turnover with rehabilitation. The participants expressed appreciation for this focus on themes and they found the topics relevant to their respective contexts. They not only signed up in equal numbers for all themes, they also submitted nearly the same number of papers for each topic.

So far six international PIM seminars of its kind were previously implemented, where Indonesia has been actively involved, namely: the First Seminar was in Celaya Mexico in 1996, The Second was in Turkey in 1996, The Third was in Tokyo, Japan in 1997, The Fourth was in Bali, Indonesia, The Fifth was in Hyderabad, India 1999 and the Sixth was in Beijing, China in 2002.

INPIM Fellowship Program: Since one of the purpose of INPIM is to encourage the interaction between PIM experts, INPIM-INA has also been involved in a program set up to sponsor participation of experts and resource persons in seminars and conferences relevant to PIM. Under the INPIM fellowship program, the host country agrees to meet all local costs, and fellows agree to provide his/her time at no cost.

Consultant Referral Service: A number of activities has been conducted (indirectly) by INPIM-INA relevant to the provision of consultant referral service for its members. Since the Legal Registration of INPIM-INA has been set up, the effective consultant referral services is now opened for future collaboration. Upon request, INPIM-INA or through Global INPIM would help the concerned organization or government to identify appropriate PIM experts from its roster of membership.
